I don’t see any negative side-effects to this really. If you’re a smoker, you still get your nicotine fix, there is no smoke(you won’t smell like smoke), no one else has to breathe in your smoke. I think it’d only make sense to switch to these, idk it’ll probably get more popular when people realize that they can reduce cancer risks while not depriving themselves of their nicotine chemicals.
